GAME OVERVIEW

The character system in this game is built around four main things: Traits, HP, Loyalty, and Satiety. Every character has five Traits that define their abilities and how useful they’ll be later on.

You can mess with these traits using items, and sometimes mixing old and new ones will even create brand-new traits. But you’ve got to keep an eye on Loyalty and HP—if either of those hits zero, that character’s gone for good. Satiety plays a big role too, since keeping your people fed keeps their HP and Loyalty steady.

The political side of the game is where it gets really cutthroat. Every official position comes with specific requirements, and it’s up to you to slowly take over the Ministry by whatever means necessary. You can bribe, assassinate, impeach, or get appointed, depending on how you want to play it. Tokyo Underground Killer

Once a seat opens up, you’ll need to slot in a loyal subordinate who fits the criteria. The endgame here is total control over the Ministry of Revenue, no matter how dirty you have to play.

Combat works on two different levels. For regular fights, you can bring up to three warrior attendants into turn-based battles to take on enemies head-on. But there’s also debate battles, where you bring up to nine scholar attendants into verbal showdowns against groups of rival scholars. It’s not just about brute force—you’ve got to be sharp with words too.

The world itself feels alive, with every character carrying their own personal struggles. You’ll constantly need to choose which problems are worth your time and which ones to ignore.

And while you’re navigating all this, the bigger picture looms over everything—society is falling apart, disasters keep hitting, and even the most powerful officials can’t stop the collapse that’s coming. In the end, the legacy you leave behind depends entirely on the choices you make in this crumbling world.

Open the The Minister folder and run the exe application.
